The next scheduled Chardonnay Estates Board of Directors Meeting will be held on Tuesday, April 3, 2012 at 5:30 p.m. in the Conference Room of Bluewater Managment Services.

SHOULD YOU WISH TO PAINT YOUR MAILBOX

The Bluewater Bay Ace Hardware store, 4550 E. Hwy 20, Phone Number (850) 897-7781, has on file the color for the mailboxes at Chardonnay Estates. Coordination between the installer and manufacturer allowed us to take an orignal color pallette to Ace Hardware. They used this as the basis to formulate a color to match the original color of the mailboxes. It will be listed under Chardonnay Estates, Green Mailbox. The formula is set for a quart size can of paint.

RESOLUTION TO CLARIFY DECLARATION OF COVENANTS, CONDITIONS, AND RESTRICTIONS- MAY 2007

 

THE FOLLOWING ARE BOARD ADOPTED POLICIES:

CHARDONNAY ESTATES OWNERS ASSOCIATION INC.

BOARD OF DIRECTORS

 FOR SALE/FOR RENT SIGN POLICY

Adopted September 28, 2007

WHEREAS, Chardonnay Estates Owners Association Inc. (CEOAI) Board of Directors of the Association (“Board”) has authority pursuant to the Declaration of Covenants, Conditions and Restrictions (“CC&R’s”) and the By-Laws of the Association, to determine, in its reasonable discretion, the establishment of policies for operation of the association.

BACKGROUND:  The CC&Rs restrict the number of FOR SALE or FOR RENT signs to one per lot.  The Board, in order to standardize the appearance of these signs throughout the community, has decided upon a style and shape which will be used by owners or realtors when advertising a home for sale or for rent. 

NOW THEREFORE, IT IS RESOLVED that the following procedures and practices are establIshed and become effective on November 2, 2007:

a.  Realtors or owners who would like to advertise their home for sale or for rent, may place one approved standardized sign on their lot.

b.  The template for this sign is available at the following commercial sign company:

c.  Owners or realtors can place an order for a For Sale or For Rent sign based on the approved template.  Coordination and payment for the sign will be the responsibility of the owner or realtor, not the association.

d.  No banners or balloons are allowed to be attached to the For Sale or For Rent sign located on the lot.

e.  Attached is a depiction of the approved sign.

 OPEN HOUSE SIGN POLICY

Adopted 09/2007

WHEREAS, Chardonnay Estates Owners Association Inc. (CEOAI) Board of Directors of the Association (“Board”) has authority pursuant to the Declaration of Covenants, Conditions and Restrictions (“CC&R’s”) and the By-Laws of the Association, to determine, in its reasonable discretion, the establishment of policies for operation of the association.

WHEREAS, The Board finds there is a need to establish procedures for the conduct of open houses and the signage associated with open houses.

NOW THEREFORE, IT IS RESOLVED that the following procedures and practices are established:

a. Realtors or owners who would like to host an open house for the purpose of selling their home must notify the management office of the date, time, and location of said open house.

b. One sign with the text “Open House” and an arrow may be placed at the entrance to the association property.  This sign may be posted no earlier than 10 AM on the day of the Open House and must be removed once the open house has concluded, but no later than 5 PM on the day of the Open House.

c. No flyers, banners, balloons, or other items are allowed to be attached to the Open House sign. 

d.  Any open house MUST have a greeter or sales person in the house while the house is open.

e.  In the event of more than one Open House on the same day, two additional directional signs may be placed in the community indicating the direction to turn.  Still, only one Open House sign will be permitted at the entrance to the community.

Arch Standards Section 4., Fences and Walls

ARC recommends on this day that HOA Board take immediate action to adopt a policy which would help allhomeowners trying to buffer noise while residing on White Point Road as well as those homeowners who are located on the outer perimeter of Chardonnay Estates and back up to the Eglin Range or the Mid-Bay Connector and new constructed Toll Plaza.

The situation that exists with homeowners whose property border the outside should be given noise abatement options. Ideally a true privacy and noise abatement fence with additional shrubbery would be installed and maintained by the HOA as is the practice in some Associations. However, given the budget constraints and the difficulty in passing a special assessment to generate the needed funding this seems highly unlikely. The current approved 6 foot "letterbox" fence while acceptable as an internal fence provide some privacy has no privacy or noise abatement quality for property lines along the perimeter of the subdivision. ARC highly recommends that the HOA adopt a policy to the covenants such that Homeowners along the outside perimeter be given noise abatement and privacy options. These options could include allowing that homeowner whose property borders the outside perimeter to construct at their own expense an 8 to 10 foot wooden privacy (not letterbox) fence. Additionally the HOA should also consider installing dense shrubbery along the outside perimeter just outside the fence line along White Point Road if a Homeowner agrees to install and maintain sprinklers for that shrubbery.

Resolution shall become effective on today's date. Copy of new policy with regards to Arch Standards Section 4., Fences and Walls shall be sent to all homeowners.
